it only made sense because of NTT and he wanted to steal their techs. In a regular game you just demand all the techs for 10 turns of peace, wait 10 turns, and wipe them out.

I would have said the same thing before playing this game. But, stealing gold... I stole 500G from Ragnar, and by the time my spy was charged again, he had another 300G. And from an iceball that wouldn't do much for me. I could totally see leaving a city around and just stealing gold from it constantly.

Probably not good if you're happiness-starved, and it wouldn't be my default move, but in the right situation, it could be a strong choice.
 
A lot of the time I find the about-to-die AI won't trade you all the techs for peace, so stealing them might make sense.

Not OLR, but I can probably venture a good guess at why.

Instead of focusing on stuff like cottage-spam, he relies on farms, specialists, and bulbs to get the lion's share of his research. So he can sustain a reasonable rate of research with just 20% science, because his scientist specialists are making up the gap. As for why he does that, it's because he generally finds cottages slow to develop and less flexible than specialists and farms for his purposes and playing style; not that he won't use cottages if the city clearly calls for it, but he generally prefers specialists. It's important to not get hung up on the research %; what really matters is beakers per turn.

If you were asking why he doesn't do binary research... I'd guess because he doesn't feel like bothering. Particularly with No Tech Trading, it's just not a particularly big impact on the outcome of the game and it's a fairly boring bit of micro.
