@brettschmitt - I've had a look at your map and have a few observations (very early) and feel free to ignore them!

1. Jungle in North Africa. To the best of my knowledge there has never been any jungle north of the Sahara, on the lower reaches of the Nile or in Mesopotamia.

2. I think there are too many mountains between England and Wales. This area is mostly high hills, with some mountains in north Wales. Conversely, there should be more hills down the spine of England (the Pennines).

3. The Iberians were more properly in NE Spain, about where you've put Barcelona. Ilergetae is on or near the Ebro.

4. The map is very empty (of people). If you don't add more civs you could add a few more barbarian cities here and there. The Civs do seem to be spreading well but none have come into conflict yet (230 turns) because there is so much land.

5. As the Carthaginians, I knew about the Cherusci very early on even though I'd never met them (or anyone else). Not sure why that is.

6. There should probably be more fish resources.

7. Turn times seem really fast but I won't really know until I play a scenario I'm familiar with.

8. There are lots of horses roaming about everywhere, mostly in the East but in other places too. I'm not sure of the mechanics so I don't know if this means there are too many horse resources, or they are spawning too quickly or what.

Yes, but Carthago historicaly had Elephants -> Elephants need jungle -> so, there's jungle in Carthago

And what do you mean by "never"?
5000 BC there was a totaly different landscape... ;)

All the Germans are deep in the forests... not sure how you know them early as Carthago.
Maybe he's a Vassal of someone else you know?

That's a topic we had right at the beginning of the map creation, 2 months ago:
"At what hight would you call it a mountain?"

We came to the conclusion that every region should be looked at seperately...
And there were (kind of) mountains in Wales which have prevented people crossing there over centuries, not?
(Until Pie does implement passable peaks maybe)

probably will have to expand to 52 Civs...

This is just a test scenario. I was hoping, everybody would only found cities at the real cool spots.
But, unfortunately, I'll probably have to forget that.
The AI is too dumb to cope with all that empty land...
 
Carthagians -> Cherusci: this can happen, if you have visible plots for Carthaginians in the Cheruscan realm (via WB): TeamReveal=123

spawning horses: yes, I try to decrease that

Elephants: brett, as the chief of your scenario you may set savanna with elephants instead of jungle. I know, you want to show that elephants can only be spread on jungle plots, but it's ok, if you add them on an empty plot as a kind of remnant Horde from the Stone Age.
I'll add elephants to Syria too. On a savanna plot. And if those elephants get lost (due to a natural disaster or just due to the collecting with a cart) they will never be spreadable again there. Syrian elephants are known to be extinct anyway. :)

About founding cities and the AI: I think, it's nice, to have a calm start. To expand without having stress. And the AI uses the free spaces. their cities have a passalbe distance (3 or 4 plots) to become a big nation.

Jungle - it was different - more lush - in N Africa but no jungle. Probably, though no-one knows for sure, most of Hannibal's elephants were the now-extinct North African Forest Elephant. Though I think he had at least one Syrian elephant. https://en.wikipedia.org/wiki/North_African_elephant.

Knowing the Cherusci - this was early, in the first few moves, so I had no knowledge of anything outside my starting borders. I checked the file and you have got teamreveal=6 (cherusci), 14 (Cartha) for the Carthaginian starting plots (not true, see below). You just need to remove the 6 for those plots (where it says teamreal=6,14)*. But I also noticed that the Cherusci handicap is set to Prince whereas every other Civ is set to Noble.

*EDIT: there's more going on. Starting position for both 6 and 14 is the same, 3,47, but these starting coords seem to be ignored, so can be deleted I think. And deleting the 6,14 entries (there are 6 of them) might fix the problem.

**EDIT 2: found it. Right at the top, you need to delete the entries "ContactWithTeam=14" where it says Begin Team, TeamID=6, and the same for TeamID=14. If you did what I suggested first you shouldn't have a problem because these were erroneous entries anyway.

Wales - no problem crossing those hills - I've been up them and they are just hills, not mountains. Mountains are in Snowdonia (NW Wales). This is a good map http://www.cavinguk.co.uk/holidays/MountainMap. I've walked up the Brecon Beacons in the south so I wouldn't call them mountains, though some of the hills are quite high.

There were several wrong entries in the WB... TeamReveal and PlayerCulture on weird plots, etc.
I'm just at fixing all of that atm.

The starting codes are ignored, cuz I've placed cities
 
@Elephants: yes,of course, but we're talking about the Indian elephants because Africa is cut before the real savanna could be set.
and if I make it possible to spread elephants to PAE'ic savannas or plains... you can spread them to half europe. that wouldn't be good.
so it's just a strategic/gaming setting.

Hills or Peaks in Wales: Antigenes walked over it. You have your answer, brett :thumbsup:

Hmmm, I'd like it more that elephants are on djungle, as they need djungle to be spreded.
But if everyone doesn't like djungle in Carthago... well than I might switch it to forest...

I'm not really sure about the AI and theit settling behaviour. Never tested the later game, yet.
Only a few games for 300 turns or so... I'm not a good tester, tbh ;)
 
For that, I'd need a model, that's higher than a hill and lower than a peak... I put it into my todo list, perhaps it's possible... I don't know yet.

I've posted the link above (Answer #51)
It is a WB Save. So you need to copy it into My Documents/My Games/Beyond the sword/Saves/WorldBuilder

Then start it as Scenario

[edit] Oh and you might need an additional .txt file for some of the names beeing displayed correctly... forgot, where that was.

Not sure if Pie has it included in his download already.

standard speed

tbh, for this map you should use at least Marathon speed
or I' d suggest a new speed -> Eternal ;)

I'vt not played real games yet. Only testing on standard speed...
But I guess for a real game you should take the slowest speed possible. Otherwise you might not see even a quarter of the map ingame ;)

Auto palce -> yes that's intended
The AI sometimes forgot to build it, so everybody gets it for free now.
