Did some testings, I believe the Help tag in CivilizationsSchema.XML is meant for just the TraitInfos.XML.

I remember there is a SDK mod that adds help tag to projects. If it can be done to projects, maybe it can be done to Civilizations as well

You should of gotten the CivPlayer utility off of baldyr, it has data storage

yea SDK can solve alot of problems, but it is abit too tedious to write a SDK code for just a wonder I guess. And for modders to add that wonder to their own mod, they have to recompile the whole SDK code, too troublesome

Lazy to edit now, reduce it to 25% later then

1) Leaning Tower nerfed to 25%
2) Added City Owner Check to Neuschwanstein and Catacombs so that it won't be triggered when unit died in ally's city

Not really drafting.
When last defender slain, if city has more population than min drafting population:
1) Minus 1 population
2) Add best conscript unit with conscript exp
3) No drafting anger incurred
4) Since it is not really drafting, drafting civics not required, drafting limits doesn't apply

No cairo's citadel artwork available, so this is just something similar

another suggestion: The Red Cresent,and while you add that, editing the red cross as well. You could do something like if you have one you cant build the other, and a relationship boost with people that decided to build the same one as you, as well as some bonus if you have islamic or chrisian religion
