Not really no. It was not animated. In fact, if I recall correctly, it's a JPG, which simply can't be animated. I have no clue of what could be going on...

I did some searching and in fact found a JPG version of the file - no idea why I also had a GIF.

Upon trying to upload it I was told it was too large. With no other editing software I opened it in Paintbrush and re-saved it - and magically the file shrunk in size with no lose of quality that I can see.
