Hey i'd do this mod myself and i tried but messed up horribly, so can anyone make this?

Civilopedia for leader: Hồ Chí Minh (May 19, 1890 - September 2, 1969) was the leader (at one time Premier, then later President) of the Democratic Republic of Vietnam (later the Socialist Republic of Vietnam).

Well, all these civs have been made and you can download them. You can also download my mod (link in my signature) and take some stuff from it if you want.

One mod I did find for BTS was Civ4 gold version 5.0 it adds 120 civs and 58 leaders but everytime i click on the .exe file it just reinstalls the game

I guess you are missinterpreting what the installer does.

I actually requested something like this before, accept the UU was the micronation(replaced settler) that way there would have been a working city list, but nothing ever came of it.
