Post nuclear world suugestion

I have only reach once this scenario.i was playing on terra(marathon)at noble difficulty.me and other 2 civilitations have most of the world.anyway the two big nations throw a crap ton of nuclear weapons,one nova bomb and a peacemaker.i counter attack throwing everything i have.the world end being a nuclear wasteland and most of my workers were dead.so i was using urban crossbowman and other apocaliptical units.it take me a crap load of time to be able to clean some cities and star producing some good units.the rest of my nation(and specially two that were in another continent)were almost useless.so i was thinking on a world wonder call underground city that make nuclear attack useless in that city .also some more cheap buildings (call purification tower)that clean all the fallout in the squares near the cities.that way maybe the cleaning process could be done faster.what do you think?

What I think...OUCH...at least terraforming deserts back up to usefulness is possible late game...was it a 3 way bombardment? If so...well, I'm betting you just decide to make peace. The WW from all that had to be ungodly
