Civ 5 is steamworks based. It's improbable to impossible for them to make a non-steam using demo. My guess is that the demo will be announced sometime in september and released via steam.

Two seperate things.
As much as I'd like to think they'd leave Steam out of a demo to hook people before they know Steam is involved, it would make the sense to do the demo thru Steam.
Doing the demo via Steam lets them be lazy and gets Steam installed on machines ahead of time, so people can sort out any tech issues they might have and get over the misery of having dookieware on their PCs (for the antis like me).

Many of you have written on the forums and emailed in questions about whether or not there will be a public demo for Civilization V.
Well, today I am excited to get to tell you that yes, there will be!
The demo will be released in September, before the full game is released. More details about what will be available in the demo, as well as the exact release date are coming soon, so stay tuned!

Clearly they want the demo to be identical to the final product, so they cannot make the demo until the game goes 'gold' and DVD's are pressed. At this time they're doing post production on the game and optimizing it technically to make it run as fast and efficiently as possible on a variety of hardware. This is also why they haven't released the minimal / recommended specs yet.Why would they wait so long to put out a demo? It seems a little bit dissapointing

Given that for previous Civ games the demo came out after the release of the game, I'd say that a demo before the release is something to rejoice over.
