Of course it is, in the EU's case.
Europe is a sort of anti-thesis of the US, when it comes to foreign policy.
- Americans prefer unilateral or bilateral approach, Europeans prefer multilateralism.
- Americans are stuck with nationalism, Europeans are moving towards internationalism or transnationalism.
- Americans believe the main foreign policy tool is their military, Europeans prefer to use soft power (influence, persuasion).
- Americans believe in the unique position of their country, Europeans support regional integration in other parts of the world.
- Americans talk about human rights, Europeans actively promote them.
Yes, the EU is not perfect and sometimes, it is indeed naive, but I strongly believe that the "European way" is better and more useful for the globalized world than the "American way".
