Yeah, seems like this would clearly be a Civ VI thing. That's a major dynamic you don't put into a DLC and there's basically no chance of another expansion (which is good, I'd rather they move on to Civ VI).

New resources... that are specifically related to a new civ. Interesting, more or less lets us know that one of the new ones will be a power tied to trade in a particular resource. I would have thought coffee/brazil... rubber maybe? Any African resource that doesnt already exist?

Maybe they'll have redone the tulips thing that got scrapped. A UB that provides a resource maybe?

JFD created a Portugal mod related to resources.
Venice mod added Glass resource.
Kongo mod added Raffia resource.
Kilwa Sultanate mod as well.

I hope they go beyond merely adding civ-specific resources
