You should have at least one and probably two cities on the northern coast of Africa, connected by a road network to your southern cities. This will ensure that all of your cities have the best trade routes available, to generate the best commerce total possible.

Control of an area usually means more cities than the civ whch is native to that area (i.e. spawns in the area), with a minimum of one city. Vassalisation doesn't count towards control, and it is best to avoid vassalising the native civ if you need to control its home area. There is no requirement for Germany to have 3 cities in any of Italy, Greece or France (not sure where you read that). You just need to have more cities in France than the French, more cities in Rome than the Romans, etc. and you must have at least one city in each of the specified areas.
If the native civ is collapsed/non-existent, the condition is a lot easier because you just need one city in the core area.
An exception to the above definition of control is for Rome, which has a specialised requirement for certain numbers of cities in each specified area.

in 1870. That's not the same thing as
by 1870. You must wait until 1870 for the condition to be checked.
By my observations of your screenshot, you do currently control France, Rome and Greece. The harder condition is to control Russia, Scandinavia and England in 1940 - I'd recommend that you start the conquest process sooner rather than later.
