Questions regarding elections, etc.

First question: after an election, is it possible to change the national flag? Hitler and Lenin changed it, along with many other countries. Personally, I'd like to be able to change it if there was an election -- gives a good power fix to whoever is in office.

Second question: if the nation loses the capital city, does that mean that the President is dead, and the Vice President takes over? (that is, if Al Haig doesn't claim he's in command first)

And just for the heck of it: what kind of government will we be using? Democracy or Republic seem suitable for the game, but I was just kind of wondering...

Final question: are we using the basic Civilization II rules or a modified version?

I assume that the prez can put it to a vote. but we should limit such fores to A vs B

We shouldetn make game things efecting our democracy. this is our first game, maybe in the future after we see how things are like, etc.

also, anyone think we need a national anthem? the russian one, with diffrent words of course, would be cool.

It shouldn't be AT election time...but I think it should be changable. But at least 70% must want to change it before it gets changed. If one of these votes come around once every 3 months or so...that would be ok.

In time of war the President is rarely kept in the capital....so I don't think this is the best representation.

Shame on you! How can you say that? Science production, trade, happiness, food production/consumption, etc... :rolleyes:

I assume we'll adapt to the situation. Just because we are a democracy doesn't mean we can't be a fundamentalist governmet, although the Science department would be pissed...

I don't think it really matters....

Selected opponents, no bloodlust and no restarts, I think.
 
Pellaken asked what would happen in the event of a tied vote. Well it's quite simple. I'd get the deciding vote. Muhahahahaha....
Well the President surely gets to decide doesn't he/she? That's the whole point of their position. I'm glad that the DofF is such a proactive president - things seem to be going well, if slowly.
 
Why do we need to know right now?..

It doesn't seem like too much of an issue to me, besides, this can come up in the next legislative session. :p
 
if I am elected as prez, I will pass this into law:

Elections reform act:
1.1
the highest ranking person in the last election {currentley sitting, not the person who has been elected to, and will sit} will break the tie.

1.2 if the person is in the tie in question, he shall not be able to vote. the rank shall go in this order:
President
Information Officer (Vice President)
Diplomacy Leader
Military Leader
City Planner Leader
Expansion Leader
Trade Leader
Science Leader
------------------------------------------------

examples:

Corn and Duck tie in the next prez election, then Hippo, as Diplomacy leader, breaks the tie, even if he has already voted. If Hippo and I tie for information leader, Duck braks the tie. if Duck, Corn, and Hippo all tie for prez, the AoA breaks the tie. if Duck, Corn, and Hippo all tie for military leader, then AoA breaks the tie, and scelects the deputy.

I hope thats clear enough. anyways, I aint prez, and am not forcing this on anyone, but this is one of many possible souloutions.

sorry for yellin, but its getting rather annoying.

And I've said it six or seven times!!!! And this is right from the rules!!!

"The Department Head's have the right to break ties..."

and

"The President is the Department Head of the Department Head's and has privilages there of. But CAN NOT overturn decisions made by the Department Head's but can tie break..."

Both quotes directly from the rules!

Pellaken...if there is a tie in a major election....then we will bring your voting scheme online, and allow the people tied to be voted for again, like you have previously suggested.

I'll add that, and the recent rule changes to the rules tonight.

in an election then, do all department heads get togethor, and cast all thier votes, and the winner of that vote, get the extra tie breaking vote needed to win? or does only the department head that is involved vote? what if some department heads are in the tie? do they break non-election ties as well? if so, do all department heads get togethor, and cast all thier votes, and the winner of that vote, get the extra tie breaking vote needed to win? or does only the department head that is involved vote?

does that mean he votes with the department heads if a tie breaker is needed? what if he is involved?

also, if they do all vote in a block, what if THEY tie? does the prez then vote?

this would slove all the problems. I ask this only in the instance that you dont get a chance to ue this scheme.

It's not that complex:

The department heads break ties in votes they pose....for example....if city planner has a poll...and 6 want to build a settler and 6 want to build a tank. Then the City Planner leader can break that tie.
If he chooses not to, then the President can break it. Elections are different....they are broken by a revote for the tied participants.
