There is a dynamic naming mod (incorporated into a bunch of other mods, too) that uses names other than "empire", one of which is "city-state" when a civ is small. In that case the civs are not city-states in the Civ 5 sense, they are just regular civilizations that are called city-states instead of empires.
 
The basic thing is a mod component by jdog5000 called "Dynamic Civ Names".

As for which mods have added that component, beats me. A bunch. I think Rise of Mankind and it's descendants (RoM:AND, C2C) have it. I also think both Legend of Revolutions and the More Naval AI mod-mod of Fall from Heaven 2 include it. Probably a bunch of others too.
 
Espionage:

Why does the espionage screen lie to me?
For example it may say "investigate city - 2348"
And even if I have over 5k EP against that civ, I still can't investigate their cities.
Also, when I finally can investigate, it comes one city at a time. Not usually all cities at once. And only if I have like 4 times the EP listed.
 
Each city has a different cost. Click on the cities in the list to see the costs for each. Just because the first on on the list (the one that is active by default) needs you to have 2348 ep doesn't mean the rest do. This is especially true once the Security Bureau is available (at Democracy) since it increases the cost of missions in the city where it is built.

The ability to see demographics for the civ and what they are researching do not depend on the city (not surprising since they are civilization-wide things).

That said, it is possible that it is wrong. I have not looked at it very closely but it has sometimes seemed to be slightly off to me too, although not by anything close to a factor of 2 and not all the time.

Edit: something just occured to me. It is possible that the counter-espionage mission's effects are not being factored into the cost shown on the display. That would double all the actual costs for the 10 turn (or whatever) duration. So if the other civ keeps running that type of mission against you, it would always be off by a factor of 2 if the display wasn't taking that into account.
 
Are difficulties cumulative? Like, I want to play on something more challenging than noble. Prince says AI researches faster than you and can produce faster than you. Does Monarch mean the AI can do those *and* have all the stuff listed under Monarch? I kinda feel like this is silly question, but I just have this idea where I want to found Buddhism and if there's a difficulty higher than Noble that will allow me to have a chance to.

Pick a civ that starts with Mysticism and have a sufficiently small number of AIs that they might not... or that you might luck out with commerce enough to make up the difference.
 
You cannot count on it, but with a start with a) mysticism and b) financial leader I founded both of the early religions successfully on monarch (it is probably not a great strategy, but doable). I would always go for Polytheism/Hindu, though, because the AI seems to prioritize the slightly cheaper meditiation, and if you lose the race for Poly, you can try to get monotheism instead.

But usually I (Warlords/Monarch lvl) go for either CoL with the oracle or sometimes Theology and/or Philosophy "bulbed" by a great person, one of those usually works without too much going out of one's way. Of course it all depends how many other civs are there (I usually play standard with 6 or 7? civs) and how many of them are relgious fanatics. The latter seems to be the decisive factor. I have seen Saladin found 4 or even 5 religions in a single game.

And yes, in my experience the step from prince to monarch lvl feels probably steeper than from noble to prince, although you can still play quite sloppy (that's me...) and be successful.

Can someone instruct me as to how I name my units in game? For example, I'd like to create the 1st Roman Legion, 2nd Roman Legion, etc. I know it's tied to promotion, but I can't figure it out. Thanks in advance for your help.

It's not about promotions- click on where it says "Praetorian" or whatever the unit type is in the lower left corner. This should open up a box letting you rename it to whatever you want.

Hope that explains it well enough, I don't have the game in front of me and my description's probably a bit rusty.

If Noble feels too easy you could probably try skipping Prince and go straight to Monarch. You just have to get used to barb archers circling your borders while you still only have warriors. Otherwise the Monarch AI isn't so much better than the Prince one. And as for your previous question, yes, the AI bonuses for difficulty levels are cumulative, if you put it that way.

Now, I'll ask another question. My brother and I really love the Earth-18 Civs scenario, but I've been made to believe there is an even bigger Earth map out there somewhere with 24 civs? What is the best 24-civ Earth scenario out there and is there a larger Earth map that can be used for 18-24 civ games?

Where can I get more info about how the UN works? I' ve looked in the Academy and there is a good guide on Apostolic Palace, but not on the UN. Any ideas?

I just want to get a basic info about how the votes are determined, what is needed for Diplo Victory (75%?), etc
 
hey guys, i was wondering how can i take a pic from the whole tech tree, like the ones you see in the mods section. i press "printscreen" but it only captures what is currently shown in the screen so i end up with a portion of the tech tree instead of the whole. is there a key combination, a mod/app or smth else that can capture it whole?
