Everyone who has completed the Quattromaster or Elite Quattromaster has played as every civilization and won. Very likely many of them have played all of the leaders as well.

no seriously, I don't think there's an easy way. Just ranted about stack mechanics in an other thread an hour or two ago.
for each point of difference. It's not the worst thing that can happen, it just makes cities less efficient as you don't want to use tiles to produce food just to counter unhealthiness. Unhappiness is a lot bigger problem.
