CFC's rules? I can't find any mention of there being an age requirement here.
It's standard on any forum I ever joined that anyone who is under 13 has to have their parents' or guardian's permission to join. It was there in the vBulletin version of the forum; maybe XenForo doesn't care about legalities? There are some forums that require people to be at least 16 years old, if the members plan to discuss more adult topics. Some of us on the Cheezburger site (me included) will not accept friend requests from anyone under 18. Not because I do X-rated lolpics, but because there was an awful mess years ago when someone impersonated Miley Cyrus (the real Miley Cyrus was underage at the time). One of the people on my friends list was completely suckered, resentful of those of us who warned him that this had to be a scam, and he was terribly hurt when it turned out that we were right. So there's an agreement in my circle that we don't accept FR from any underage people.
Of course nobody ever follows that minimum-13-year-old rule or submits COPPA forms, which is why the Dune forum I originally joined (and later ended up running as senior admin) was actually owned by a 12-year-old. He was 13 by the time his parents put their feet down, insisted he pay more attention to school, and he turned it over to the other senior admins, one of whom went MIA and so it was left to me to manage the mess between the Orthodox Herbertarians, the nuDune fans, and Frank Herbert's grandson who ran a rival forum that many of us were also members of.

Yeah, go figure. But the manager says she doesn't speak English, so that's very convenient. I can't even tell her all about what a snake her husband is, if I should happen to run into them in the lobby.
But I've been assured that he's being given warnings now, completely by the book. He's at 2 and at 3 warnings, the rules will allow her to evict him. So all that needs to happen is if a staff member catches him violating a rule, no matter how small - dropping a kleenex on the floor and not picking it up would do (leaving garbage in the hallway is against the rules). And if we do have a run-in in the lobby and he speaks to me, she said to yell as loud as possible - since it could be claimed that he's provoking it (true; I'd love to tell him off).
