We had a really bad cold snap (I know I tease some of the warm-climate people here, but even -50C is too cold for me), and I had to run a space heater for about a week or so, after freezing in multiple layers of clothes for about 3 days.
Turns out there was not only no insulation under my floor (my apartment is over the outdoor parkade), but also not enough in the walls. I'm on disability, with multiple medical issues going on.
The manager realized that this is not a situation that's my fault (as I pointed out to him last year), and it's entirely reasonable to use extra electricity for a space heater in these circumstances. I wasn't doing anything irresponsible like having windows open and I had asked them about putting plastic over the windows.
Anyway, the point is that I can't afford a skyrocketing electricity bill, the manager here knows it, he has a conscience about it, and persuaded
his boss to give me a break.
As for the insulation getting fixed, that's something they plan to figure out in the spring.
