There are no reported units in the land. Workers in the south have been putting rails to newly captured towns. A long line of workers in the east finished the line to the end. You can go in any direction. It would not be bad to get the NE and east connected. Possible with an eye to the towns making troops that are not on the rails.
A few small groups in the north were just working there way out to the nearest rail. We have line nearly to NE corner. I have been liberally building other than troops in many places as we have plenty for now and may as well get the libs/banks/markets up. Also happy structures could be done in places that have some left to build, but do not need them could be done as those are the places that will get the -2 happy
buildings.
One stack next AH town. If you want to form another stack there are plenty of cavs to be had. I just did not want to have to put too many worker gangs in the front. It turns out they will not touch rifles. I have left the cannon types away from the fronts as they at the ones that are at risk to any that can choose targets.
They are great to come along in the new borders and whack units, where they are not going to be counter attacked.
The ships I have no clue. Just been shuffling them around to bust fog and some home to get in any licks they can. Zeps will start to slow the boats down.

LOL ... I have more Lancias than I know what to do with after the mass upgrades. The only ones we have left are a) the stack of eCavs and b) a few stray ones that were in barracks-less cities when I hit "upgrade all" (when I quit last night, we had 253 Lancias).
I've even shifted production away from Lancias in favor of more Zeppelins. I LOVE their scouting ability, and I've been favoring them over the fighter plane (longer operational range).
That will change pretty soon, of course, but for now, Zeppelins slightly more helpful.

I've attached the mid-set save and some pictures of the (fast-moving) front.
So if I understand correctly, the game will CTD if we take the last AI city and it has a settler present somewhere. Apparently that happened over the IBT to the Dutch. If we did not do it, another AI did. I checked and found after making peace with them that I could not establish an embassy. After I gifted them a town, it became their capital and I had the option to establish an embassy. Then when I tried the IBT, it ran normally.
So if we did not take the last Dutch city ourselves last turn, the only way we can continue the game short of fixing the bug is to make peace with William and give him a town so he isn't eliminated on the IBT by another AI.
Dutch have no city left.
x-post as explained before. So, if we took their last city, I suggest to leave their last city alone until we found their settler pair. If we didn't take their last city, I suggest to gift them a crap city and wait til we found that settler pair.
This is the one and only remaining bug left in CCM and it is frustrating but can't be helped.
I checked your previous save posted here and we took their last city Arnheim in the south.
Reload from there and leave that city alone. For that matter, always have a save ready when eliminating the last city of a civ to prevent this from happening.
And to add to this, there is a Dutch cog near The Hague. It might contain the settler pair. Maybe you can take that out , then we might be able to take them out.

Almalik and Sparta are about to riot (I noticed that in CAII after I closed the game).
I haven't managed to sink the Dutch Cogs on the eastern shore. Another turn or two should do the trick. Once that's done, Arnhem should be fair game.
Speaking of Arnhem, there's a Dutch LB in our territory W of Arnhem. I left him alone this turn, thinking that next turn a Lawyer or Partisan could nab him.
I left Guarda (size 1 Portuguese city) alone; I'm hoping it will grow to size 2 soon, allowing us to capture rather than raze it. If the next player gets impatient, though, well, all it's going to give us is 2 gold and 4 beakers per turn (or 5 gold per turn).
We have four Great Artists near Rome. They should come in handy when the overseas action heats up.

My two cents about changing governments: In your situation when deciding to make your first amphibious operations to another continent, in my eyes Fascism is the wrong government. Your conquered cities will not grow in tiles to work on and they will not gather culture making them more vulnerable for flipping. To raze every city and to replace it with new settlers needs additional room of shipment and is also very slow and expensive.
May be Communism is better for your current purposes, but to stay in Monarchy could be the right decision, too as long as you can hold a 4-turn-research.
We are going to need massive defenders and massive attackers, which means a vast fleet to ship them. Even a short anarchy will be painful, if it is like normal C3C. Those huge cities will need a bunch of jokers to keep from rioting.
