The Troubles definitively finished
Russia back on its feet
The internet
Brilliant TV such as The Office, I'm Alan Patridge, 6 Feet Under, Arrested Development etc
People taking environmentalism seriously


Bad:

Terrorism
Bush, Blair, etc
Sudan, DR Congo, Iraq, Afghanistan, etc
Paris Hilton
'Latin' influenced pop music in the early part of this decade
USSR still collapsed, shows few if any signs of reforming
 
Good to know Paris Hilton was about as bad as the conflicts in Sudan, the Congo, Iraq, and Afghanistan put together. :D
 
From his political viewpoint I doubt he is kidding, and your mocking tone does little to address faults you may find with it.

Oh, sorry. I believed it is obviously wrong to want to re-create one of the worst totalitarian countries in history. But maybe it's just my stupid post-communist attitude, I am sure Ralph believes that the USSR was a working man's paradise...

Your overly defensive attitude of your now expressed viewpoint is irrelevant of the fact that your question served no purpose to the discussion without further explication.
 
Better than the 70's. Worse than the 80's and 90's.
 
I wouldn't know if Hugo Chavez qualifies as part of the good. Anyone's who read Latin American history is aware rises in the left happened already quite a number of times, and it'll probably backfire again in one of the most horrible manners possible just like their rises in conversativism. It'll likely just be a footnote like the rest. The only difference now is that Venezuela might get a few more handouts from China than Cuba got from Russia.

Good:
New technology
Secularism in a couple of countries
Gay rights inrows (worldwide)
International treatises (nafta, EU, Asian, and that Latin American one, but not the United African States because they've accomplished very little this decade (heck, they can't even decide whether democracy is right for them) )

Bad:
Economy troubles
Increased nationalism, or pan-nationalism
New found religiousness in other countries
Race tensions (Europe)
 
Chavez will leave Venezuela soon, the people don't want him, but he is part of this decade so meh.

Speaking of the decade in general, it was a just below meh decade (around 4 out of 10), but technological advances this decade was great as well as environmental awareness among the populous, which is good.

Final score, 6/10.

well besides the poor, who Chavez is giving oil money.

The rest of the country doesn't want him, take evidence of merida, the city i'll be living in, which has frequent protesters against Chavez by the university students.

the majority want him. It dosent make a damn bit of difference if they are poor.
