2010 is not this decade. 2000 wasn't the '90s either. The decades are defined by being the years which have all digits except the last one in common.
The decade we're in now is 2001 - 2010. 2000 was the last year of the decade that started in 1991.
No no no, the decade of the 90s are from 1990 till 1999 and the actual decade started in 2000 and goes till this year.

But when you're talking about the '80s/'90s/2000s/whatever* it makes absolutely no sense to say that 1990 is in the '80s (for example). "The eighties" as a decade is defined by its years being ninteen-eighty-something.
