So far, nobody's really on the right track, so I might have to give a big nudge in the right direction. Next hint: Civs 1 and 2 are at war both existentially and ideologically. 1 are the torchbearers in the darkness, the waves of the Pacific pushing ever eastward... The other... not so much.

I was thinking Sudan and South Sudan, but then he mentioned something about "waves of the Pacific pushing ever Eastward" (not Southward).

I don't know enough about this Yemen civil war to know if it's an east/west battle.

I'm sure the mention of the Pacific shouldn't be taken literally, since there aren't any modern civilizations that I could think of that would fit that description.

Well, maybe they aren't exactly a modern, real-life, civilization. They may just be the sequoias rising from the Sierra Nevadas, defiant and enduring.

UA: Pacification of The Mojave
:c5gold: Gold-providing Buildings grant +5 EXP to newly-trained units in the city in which they're built, and reduce the :c5gold: cost of buying tiles in that city by 10%.
UU: Desert Ranger (Replaces Great War Infantry)
Extra :c5moves: Movement and extra Sight when it begins its turn on a Desert tile. Upon reaching Level 5, it becomes a Veteran Ranger, further increasing its combat strength.
UB: Outpost (Replaces Caravansary)
May only be built in the Capital City and cities :c5trade: connected to it. In addition to the standard bonuses of the Caravansary, it increases the rate of cultural border expansion in this city by 20%, and will claim all neutral Roads within 3 tiles upon completion.

Caesar's Legion (Caesar)
Start Bias: Desert
Capital: Flagstaff
UA: Conqueror of 86 Tribes
Retain destroyed Barbarian Encampments and adjacent tiles as Forts for your empire. Upon conquering an encampment or city, receive a :c5production: production boost in your Capital City.
UU: Legate (Replaces Great General)
Can fight like a combat unit and gain levels unlike the Great General it replaces. With each level, reduces adjacent enemy strength by 5% to a maximum of 20%.
UU: Praetorian Guard (Replaces Landsknecht)
Requires Honor, and may only be purchased with :c5gold: Gold. Gains extra :c5strength: Combat Strength with the discovery of certain military technologies, and an offensive boost when stationed on or adjacent to a friendly Great Person. May not upgrade.

You can consider this the official reveal of my next project: the Fallout Civs Pack! I've been wanting to make civs based around some of the major Fallout factions for quite some time, and I decided it was now or never! I intend to release the NCR and Caesar's Legion together, in about 2 and a half months. Why? Well, Bethesda is holding an E3 conference on June 14th, and while nothing's official, many Fallout fans are extremely hopeful that Fallout 4 will be officially confirmed on that day. Releasing a civ a few days before this conference could allow us to ride the hype train like never before. More civs are planned after these 2, of course, but those are designs for another day. I'll make an official WIP thread in Creation & Customization later today or tomorrow, to document all the progress made and perhaps gather some extra helping hands. Also, to squash this potential conflict before it may be pointed out -- I think "Caesar" works just fine as a leader, given that he's not Augustus or Julius. Thank you, Firaxis, for including that seemingly unneeded first name in Augustus's moniker.

Awesome! So is the third spoiled civ some sort of Vault-based one? (It didn't seem quite sci-fi-ish enough to be Big MT...)

Also, there's a set of post-apocalyptic wasteland buildings amongst the Civ IV city improvements that I've always been interested to try and convert, but never really had enough cause to do so. I'm not sure if you'd have any use for them, but maybe I'll take a shot at putting together a wasteland improvements pack just for fun. X3

Come to think of it, I wonder if it'd be possible to make a Vault model to replace the Ancient Ruins model with... "You have found a lost technology!" :P

And yeah, none of the other Fallout civs I've planned out have any UIs. For reference, the planned civs are NCR + Legion, Brotherhood of Steel + Enclave, and Mr. House's New Vegas. Depending on what new factions Fallout 4 has, I may include some of its factions in a mod, but that's sort of up in the air right now, obviously.

On second thought, I could perhaps work a Bunker UI into the Brotherhood's design, but I kind of prefer the synchronicity present in my initial early design (shown here as a free bonus to further the hype train):

Brotherhood of Steel (Maxson)
UA: The Codex (needs better name)
Recon units may enter enemy territory without open borders, and gain Experience for each turn in hostile territory or near Barbarians. Upon reaching Level 5, Scouts may be expended to create unique Great Works of Writing that provide +2 Science.
UU: Paladin (Replaces Infantry)
Stronger than the Infantry it replaces (80 strength vs 70), but costs more to produce. Converts 100% (200%?) of a defeated enemy's strength into Science.
UB: Bunker (Replaces Bomb Shelter)
Unlocked with Scientific Theory, and costs less to build than the Bomb Shelter it replaces. Decreases Population loss from nukes. Increases the Strength and HP of the city. Contains 2 slots for Great Works of Writing.

That's fine -- I figured I'd ask, in case you had any other planned civs that wanted UIs. I'll probably try to make up some UI models anyways, just for fun -- going through the Civ 4 files I found a ton of useful models, so it'll give me a creative project to play around with. (My current job means I don't have much time to invest in modding actual civs, so I'll probably take a break and just focus on catching up with all the improvements I've been meaning to do.) And who knows, maybe someday the NCR will get a Decision that lets them build wasteland trading posts. :P

I really like the design! The science/military theme reminds me of my Yumemi civilization, but in a completely different way. I really like how the Great Works of Writing are incorporated -- the synchronicity is really nice.

(I'm tempted to suggest you include a Decision where Paladins generate GWP as well...)
