this is great to see so much interest in this scenario. I would have thought that firaxis games would have been more involved in scenario making but it seems they have left it to the talented users. Skippy T had some interesting ideas for civs, only 16 though, leaves room for portugal perhaps. North Africa is good to have in there as the mediteranean is a landlocked sea. I know the land might be sparse and mostly desert and plains but in modern europe, it could be entirely covered by an arab empire (saladin), so it would be balanced. Scandinavia is very important, but as I said, it may not be critical to have the farthest northern reaches. As long as it is connected by land to russia, that way its not like an island.
