I don't think I can write in the plan "give me all the money!" Unless I can... hmmm....

I know that you were joking here, but this is a serious issue. It's too easy for a government to spiral out of control, and by the time the people find out, the nation be ruined forever. It's just too great of a risk to take in exchange for 2 hours RL time/no time IG. (In game)

True. You'll lose nothing if you just post the plan as NO IN-GAME TIME IS BEING PASSED.
So is it that hard to just copy and paste?

Aysee has a great point here. There is absolutely nothing to lose by posting the plan.

Chat, folks.

and

Post the plan, Mr. President!

MathNerd, STOP IT. Seriously. STOP IT. You CANNOT just adjust the AOR to your whims! The AOR represents the ENITRE coalition. You may be able to speak for YOUR party but you do NOT speak for mine! DO NOT EVER TRY TO SPEAK FOR MY PARTY WITHOUT MY EXPRESS PERMISSION. Move the AOR one more time without reaching an agreement with me first and I will disband the CPS.

And Cull is right, your arguments are utterly ridiculous.

EDIT: There is a LOT to lose by posting the plan. You can end up turning everything into MathNerd's Presidency again. To much bickering and blether and not enough clear, decisive action.

Let's say there are 2 different ways of democracy

  • direct democracy
  • indirect democracy

The one all of you are crying for is direct democracy where you actually vote on every single matter you want to vote on. This is used by very little countries or communs, some americans states (such as California) some German Länder (such as Bavaria) and Switzerland are the ones known to me.

The other one the indirect democracy is where you actually vote for the parlament and then you wait... basically you do nothing to wait and let them do their job as best as they can. After 4 years you newly elect the parlament and by this express whether you where happy or not. This is basically what whosit is playing.

So please do not say he is acting against democracy but against direct democracy. The way he plays is most probably the way most of your countries are governed as well (including England).

Kindest regards
Fellow

CPS is hereby disbanded. (Honestly, it was not because of your recent rant.)

This isn't a direct democracy. A direct democracy is where we vote. This is like telling people what are and what aren't laws. If Whosit doesn't post the plan, it's the equivalent of a government not telling the people what the laws they have to follow are.

At first glance, I assumed you were addressing the others. On second glance, now I wondered if you were addressing me. On third glance, I have no clue.

In any case, the Plan will be in your Inbox in approximately four hours. Then the Game can begin. Or, continue. But that doesn't sound as cool.

What is in the Plan?

Let's ask Xellos.

Ha ha, just kidding. I really wanted to post that clip. Maybe I will post it, after all. We'll see.

Could be either, though it was aimed at MN and Aysee. Oh and I have things to do today, like get CIV5 and babysit my niece, and we have some opposition actions that we'll need to wait on, so don't expect any update until this evening. That said, if CIV5 isn't sold out in Best Buy and Target today like it was at the other Target yesterday, I'll wanna get the 'set done FAST so I can move into some CIV5 gaming.

Why does that not surprise me? I think that's going to be a staple of my administrations. Though let me just say: If it's aimed only at me, fine. If it harms England in any way, there will be Hell to pay.

Off topic: I've played the Civ V demo. It's fun, but it hasn't wowed me, so I'm not yet sure if I'll buy it or not. I'll probably fiddle around with it some more, though.

Also, am I the only one who can no longer see who's on the forums?

Well, it depends on your definition of harm, really . . . .

I haven't played the demo because it's a 4 gigabyte download, and while I can download that, it will break my internet download policy a hundred times over and probably shoot the MiFi rate up astronomically. and it's only 3 civs and 100 turns - why not just buy the full game and get it all and not download anything?

Oh and I can't either. Probably an upgrade:( Paradox is like that.

Well, on a semi-related note, I've decided that I will go ahead and post The Plan before it's sent off (of course, LH is welcome to read it right here! :mischief:). Causing a riot in the Parliament really wasn't my goal. If I see any suggestions that really open my eyes, I'll add them, but I'm basically doing what I think will put us in the strongest position possible. Which is not very strong.

The Plan

Obviously, we've picked up new cities, so there's more to say. I did my best to minimize total Micromanagement, but there are a few areas where it really is critical. Please read the plan thoroughly before implementing it, and refer to it as needed.

Trades

techtrade.jpg

I want to try and open a path to Liberalism. For that, we want to pick up Philosophy and Paper, if possible. Trades MUST be done in the order listed.

Sell: Calendar to Shaka for gold. Literature to Khan for gold. This gold may be used to help purchase techs in the next set of trades.

Hannibal: Trade Guilds to Hannibal for Paper + anything else you can get.

Peter: Guilds for Philosophy if possible, or Guilds + Paper for Philosophy + anything else you can get.

The upside is that we can tech Education > Liberalism immediately. Downside is, so can Peter and Hannibal.

Technology: After we get Paper, research Education and then Liberalism. When Liberalism is teched, grab Nationalism so we can adopt Nationhood and DRAFT! For great justice! And great asskicking.

Civics:

Use our Great Prophet Ravus to start a Golden Age.

Immediately adopt the following civics (I'm including civics we are already in for thoroughness):

-Hereditary Rule
-Bureaucracy
-Slavery
-Mercantilism
-Organized Religion

Note on Mercantilism:

Sorry to give you more micromanaging jobs, but I'd like you to go through every city after the revolution to make sure our new specialists are right. Here's what we want:

In cities with high beaker multipliers (greater than 25%), have them hire a scientist. Everywhere else, hire a Merchant if possible. If not, Scientist. If not, next best thing.

Why do we want Merchants? They will help us afford to keep the science slider at higher levels, making our cities with high beaker-multipliers even better!

You will probably have to check back in the cities now and again to make sure they didn't shift around, or adjust them as new Specialist-enabling buildings are built.

Actually, Bureaucrocy vs. Vassalage. Both High maintenance. Burea worth aprox. 15 extra commerce in capital, about 9 more hammers. Vassalage is more XP. Since war is likely to come, it's hard to say which is better right now. I'm looking for suggestions, with good reasoning to back it up

Other notes

*Great General to Antium. Settle.
*Great Prophet starts Golden Age.
*Great Spy explores world map.
*Build Missionaries when possible. Send them to Egypt.

Copperhead Issue
*Upgrade our Archer to a Crossbowman (after tech trades--hopefully we have the cash available. If not, beg cash off of anyone we can (Civs Pleased with us or better)).
*Send Maceman from Birmingham to Ravus-York, as well as any other anti-Melee units available.
*Publicly declare that any Copperheads who lay down their arms and surrender will be treated with leniency. Those who fight will be killed to the man.

Cities

I've included some pictures to help you visualize tile changes. I'm sorry that this section is so long. You probably won't believe me, but, for the most part, I tried to be as generalized as possible. Well, as much as it's possible for me. Also, apologies in advance for caps.

London
*CANCEL Walls!! Totally useless here.
*London will most likely stagnate after gaining 2 more population. That's fine.
*Builds: Prioritize Science boosters, with the odd Longbowman for defense, as well as a couple of Triremes. Queue up a Bank if there are no Science boosters to be built.

Liverpool
*Turn coastal (1 food/ 1 commerce) citizen into Scientist to stagnate growth
*Finish Market, build a Harbor (may require a Lighthouse). After that, a Bank.
*Units: None

Plymouth
*WHIP the Library, then build LIGHTHOUSE, after that, a MARKET
*Hire specialists as soon as possible. Scientists > Merchants
*Get a unit here for GARISSON purposes! Some of the unhappiness is probably due to no protection.
*Whip as often as possible, but only if you'll whip 2+ citizens to avoid stacking anger. But let whip anger subside if you've built up 3+ unhappy faces.

Ravus-York

Ravus-YorkEdits.jpg

*Take Pig tile from Antium (it doesn't need it).
*Place Forge at front of build queue. Put ONE turn of production into Forge, then whip it. This should cost 4 population, erasing the unhappy citizens, adding 1 point of whip anger, and generating 2 more happy faces for the Gold and Silver. It balances out
*Work Wheat and Pig to rapidly make up for population loss.
*Keep an eye on the happiness of this city, and make sure to adjust tiles worked to prevent it from growing too large.
*Builds: As our Shrine city, prioritize gold boosters: Bank > Market > Grocer. Ignore other buildings unless there is a pressing need for them.
*Use "alt+s" to place a sign if you need to remember.

Antium

AntiumEdits.jpg

*Settle GREAT GENERAL here.
*Give Pigs to Ravus-York, both Wines to Amsterdam.
*Mine every hill tile. Take hill to southeast from Setia.
*Grow large enough to work every hill and generate enough food to feed said hills (this is size 10: 8 hills + wheat + grass forest (don't cut)). Until city hits size ten, work both Wheat and Sheep to rapidly grow.
*Switch production to a Forge.
*At size ten, with all hills improved with a Mine, the city should generate 26 base hammers (3 x 8 mines, +1 city square, +1 grassland forest). This will be adjusted to 32 with the Forge bonus.

Amsterdam

AmsterdamEdits.jpg

*Take both Wines from Antium, as well as the cottage between the Wines (Antium has no need of commerce). Wine tiles will help Amsterdam grow, so farms may eventually be cottaged over.
*Whip Market as soon as possible. Use Wines + farms to regrow quickly.
*Library is needed next! Maximize beaker output!
*Science boosting improvements should be prioritized. Monasteries included.

Neapolis
*Pig tile needs improvement. FOOD is PRIORITY.
*Quarry on stone for Hammers. Also, mine hill to the south.
*All flatland tiles need to be cottaged. Cut down FOREST north of city and cottage. Enemy units may use forest for cover in case of war.
*Build as many roads as possible, but Cottages take priority.

Cumae
*Horses need to be improved.
*Let city grow into Silver mine, then switch production to WORKER. Build -3. After that, grow into next tile improvement (mine), then another WORKER. Rinse and repeat once more.
*Hills should get windmills for commerce.
*After workers, Science-boosting improvements (Library, Monastery) takes priority. Cancel Crossbowman.

Birmingham

BirminghamEdits.jpg

*Special Note: As our Heroic Epic city, Birmingham needs to produce as many HAMMERS as possible to get the greatest effect from its multipliers. Commerce means nothing, and it only needs enough food to maximize hammer production.

The city MUST NOT GROW FURTHER.

*Birmingham needs IMMEDIATE Worker attention. Grab the two closest workers and get them down here.

*Give it the indicated tiles. Stop working three coastal tiles, and instead work the PLAINS HILL to the north, the PLAINS HILL to the east (take it from Arya-Kent), and the PLAIN FARM to the southeast.

*FARM over the plains cottage south of the city. As soon as the farm is complete, work the plains farm instead of the last coastal tile.

*Working all these tiles gives the city a base production of 20 hammers per turn.

*Build orders: As soon as the Maceman is complete, build a FORGE. Hammers are key! Follow with a STABLE.

*Once both FORGE and STABLE are built, build KNIGHTS nonstop!

Cull-Norwich

Cull-Norwich.jpg

*Give Plains Farm to Birmingham, work plains-hill mine
*After Lighthouse, build ONE Christian Missionary to convert SETIA. After that: PUMP OUT WORKERS!
*With Forge bonus (21 hammers total, no food surplus), should be able to build 3-turn workers (60 hammers apiece). Build 6 of them.

Arya-Kent

Arya-KentEdits.jpg

*Give western mines (grassland and plains hills) to Birmingham. Work eastern plains hill mine.
*The hill with Silver needs to be mined!!
*Let Market finish, then build a Work Boat to re-connect Fish for food, and then build a Lighthouse.
*After that, build units (Longbowmen/Crossbowmen) for garrison purposes. Build a Courthouse at some point.

Setia

SetiaEdits.jpg

*Hill to northwest goes to Antium.
*Build a Granary. Grow into PRODUCTION tiles. Build Missionaries once Christianity is spread here.
*Improve terrain, but this is a low-priority location.

Rome
*Looks like culture got wonky here. =\
*Replace Wine cottage with Winery.
*Build Library, then focus on buildings that produce culture.

-President Whosit

I could somewhat see both sides of the argument (regarding whether or not to post the Plan). But in the end, I agree with MN and Aysee, that Whosit should have posted the Plan before he sent it (which he did, and I am glad he did). We lose nothing by doing so, and could gain something. If people raise legitimate objections about the Plan and point out flaws, then it can be changed for the better. If invalid complaints are made, Whosit can simply ignore them.

I will look over the plan in more detail later, but right now it seems good.

I asked about it, and its only a temporary measure, due to the influx of new members for Civ5.

CivFIIIIIIIIIIIIIVE!!

It's interesting to read all the opinions on it. Stop by Realms Beyond sometime. The reaction there is a lot more negative (or perhaps nuanced), which I find to be an interesting contrast. Still not sure if I'll purchase it, but I probably will, just 'cuz it's Civ.

Also: It's so quiet! I finally post the plan, and no one's here! Oh well. I'll send it off to LH officially in a couple of hours.

No-ones here because of the silly new Civ5 players destroying the forum! Or at least it is in the land down under. Been trying to get on here for hours.

Now i need to catch up. Been busy with Parties for the last few days.

The plan looks good. The only things i would have done differently would have been:
To place the great general in the Birmingham - Heroic Epic city, thus meaning Knights would start with 9xp (1 of three promotions)
Select a wonder to try and emphasize in the new production powerful London.

The main reason I'm not settling Fargle in Birmingham is because Birmingham needs to get its affairs in order, while Antium should be up and running much sooner, so we should start getting use out of the GG sooner. (Note to self: Forgot to note that after Forge, Antium builds Catapults forevah!)

As for the Wonder... I feel that since we have so much basic infrastructure to get in place, we really shouldn't be chasing a wonder, especially since relations with our neighbors are... shaky. Honestly, I'm not 100% sure which Wonders are still available, anyway.
