Also, what does power do?
Power limits how many buildings you can build as well. More power plants=more power=more buildings overall.
How do we show where we want to build stuff? If we build, say, a barracks this turn, do we get to build anything in it? Can we move things on the turn they are built? If we had any soliders, would we move them now? If so, how would we show where to move them?
You can't build from the buildings you build the same turn.

1. You're not permanently behind. Trust me, one power plant isn't going to affect anything in the grand scheme of things.
2. You're in North America and still have 35 power to play around with. All it does is affect your early game strategy.
3. The game is mostly about how you can protect your supply lines and place your units. However, how you respond to events and such would be different.
4. Given the faction number discrepancy, 66% of the gems on the map belonging to the Allies, with a randomly generated (but still high amount) of new ore being placed in North America, the +$50 your ally is now getting, I don't see the problem here. I actually did you a favor and rerolled because you originally got a two which is a lot worst than losing one power plant.
