Long ago, before anyone (not even the Emperor, though he publicly claimed he could) could remember, the First Emperors led their people away from the ice and cold, into a warmer world, where food was plentiful and hardships scarce. And life had been good. But there had always been something unsatisfying, reflected the 221st Emperor of an unbroken line of Emperors before him. And now he knew what it was. His people needed goals, something to strive for. Before now, his people had been afraid to expand because of the tremors that occured whenever they went north, but now they were ready to find new lands that no one had ever seen before.
Later, the Emperor stood on a hill surveying the first exploration party to go away from civilization. He said just two words, but they raised his people into a frenzy: "It begins."

-Increase Economy
-Send Settlers north along the coast, protected by half of the army.
-The other half remains at home and guards the city and its surroundings.

btw, China444 is indeed Korea, just forgot to edit that in. Anyways, treat France as an NPC from here on out. as for North King, consider Korea north of your border controlling the Korean penninsula and part of Manchuria.
