The UNI would not like to loss it's importent islands. As a result we will lease it to you for 25 years(5 turns) in return you must
-let any UNI trading ships stop and refuel at the Azores
-Let any Navel ships refuel at the Azores
-Allow an active UNI Navel Base during the lease time
-allow any use of the islands for any Navel operations. From staging areas to refueling to war games.
Also you must help the UNI construct an Air Reserve.
If you agree to these terms we will let you lease the Azores which will allow you to
-Refuel civilian and navel ships
-Use it for any military action
-collect any fees from UNI vessels operating in the area and may fee any UNI ships refueling in the Azores.

Hmm... with our current economy, it would not be good practice to lease the Azores at ths point in time. Maybe in the future.

The Union of Soviet Socialist Republics anbnounces that its troops around the world are moved up to Alert Level Beta - The second most alert status, only Alert Level - Alpha, when war is actually declared is higher.
The Soviet High Seas fleet patrolling in the Southern Oceans and the Atlantic will fire if sufficent threat is presented to them.
This move has been made by the increasingly worrying rhetoric from the fascist government in France. Their proposal to re-subjugate the people of Vietnam goes against Marxist-Sheepist thoughts and is totally unacceptable to the Union of the Soviets.
We call upon the world to stop this tyranny from occuring, the people of Vietnam rose up against this oppression, do we want to be responsible for putting them back into chains?
All nations of the world will be receiving Private messgaes about this subject in the near future through our embassies, flying the hammer and sickle.

The USSR has announced that it recongises the government of the Socialist Republic of Vietnam and will endevour to ensure Vietnam and the Philipines remain free from French oppression. Unless France withdras from both nations the Soviet Union will declare war on the Fascist French Empire.
