Aboriginia, Ministerial Address to the Senate
Minister Indus III looked over the faces in front of him. The Grand Hall of the Republic was filled with the numerous government officials from throughout the empire.
In the lower seats, closer to him, sat the provincial representatives. They represented the provinces of Aboriginia, two from New Zealand's islands, two from Fiji, two from New Guinea, and two from Madagascar. In front of them sat more provincial representatives, of a higher tier, those representing the provinces of the mainland. Four sat there, waiting attentively for his speech.
Behind them sat an endless sea of governors from each city in the Empire, diverse in racial origin and political alliance.
In spaced balconies across the chamber sat the Ministers of War, Economics, Domestic Affairs, etc. They were handpicked by Indus III, ready to serve the empire as asked.
Indus smiled and walked up to the podium, to deliver his speech.
"People of Aboriginia. We have reached a turning point in our development. The lands of the worlds are claimed, we can not expand through peaceful colonization. The wars that our world goes through are our only chance for expansion beyond our tiny corner of the world.
But our location is our salvation. To conquer us one would have to brave fierce seas or the fierce swords of our allies. Wars will not affect us. We only stand to gain from them, not to lose. But we need a fighting force equal to the task of expansion. In size we are fairly strong, but size alone will not win a war. We need skill. And skill we shall have.
I proclaim on this day, that all children of the empire will be examined at age seven. An aptitude test, developed by our scholars, and a physical test, developed by our military will decide this child's future. If selected for the military, the child's parents will receive a a monetary reward. The child will be brought up henceforth as a soldier. These children will become an elite corps. of soldiers, prepared to conquer anyone who threatens us or our allies.
All who face us will fall. The mighty Aboriginian Elite will destroy all who dare to oppose us. Glory to Aboriginia!"
The resounding chorus of cheers continued for half an hour afterwards.
Orders:
All children at age seven will be either placed in the army for training to be an elite group of warriors or will continue with their lives.
