The Russian Government
A Parlimentary Monarchy, the Russian government has come a long way from it's roots, though it has, essentially returned to them, albeit in a far more sophisitcated form.
Originally Russia was a sort of Parlimentary Cheifdom, with Each tribe in the original tribal federation sending their cheif to vote on matters and elect the 'High Cheif' or Tsar.
Then came the Republic, Russia invented and instated this government, overthrowing the Monarchy and replacing it with a government which consisted solely of the 'Parliment' or 'Duma'. This government lasted for a breif window in history until the Cossack revolution put a new Tsar in place, now claiming divine authority as his preist underlings corrupted and devastated the Duma. The Duma survived the government, but only as a puppet to the Tsar.
In recent days a new government has come into place though, a Parlimentary Monarchy. The Tsar is no longer always appointed by the Parliment, but checks and balances are instituted to keep the government as clean as possible. A description of the present government of Russia, followed by a description of the present political situation follows:

Provinces of Russia
Below are the provinces and the number of parlimentary seats in each:
The Tsar:
Bred to rule by hundreds of tutors and taught by the finest minds of Russia the Tsar is selected from among the relatives of the present Tsar who are older than 10. After the selection the new Prince is groomed and educated until the former Tsar retires or dies.
The Tsar can add parlimentary seats to provinces, though he cannot remove them and can only add them on the Second of February, during the Parliment's cheif break. This has lead to the superiority of merchant provinces in Russian Duma. The Tsar has the ability to veto legislation from the Duma, as all legislation requires the Tsar's signature. The Tsar has a line item veto for tax and supply bills.
The Tsar is represented in Parliment by his Cheif Minister (Appointed by him every 3 years) who can introduce legislation and vote.
The Duma
A group of men selected by the provinces to represent them (Each province has it's own way of selection though all but Khantia and Yamalia utilise some or another form of popular vote term limits are set by provinces, Yamalia has a representative for life, impeachable by the Duke of Yamalia and his court).
The Duma can remove the Tsar by a vote of unanimity, with the Cheif Minister's vote discluded. This is to safeguard the monarchy from madmen. In the case of a Tsar's removal a new Tsar is appointed by the Duma, selecting from among the Tsar's relations, or, if a sutible Tsar is not in the family, they can select a new Dynasty, which is risky however as it will require a pledge of alleigence by the army to the new dynasty. The Duma passes legislation, by simple majority on domestic issues and with 2/3 on foreign affairs issues. The Duma is in session from March 3rd until December 12th, when they take a break until the next voting season.
The Courts and Army
The 5 Judges of the Russian High Court are nominated by popular vote in the provinces of Moscow, Vladvistock, St. Petersburg, The Ukraine, and Bryzansk, the nominees must all have served 4 years as a judge, the Duma may investigate any judge in the provinces eligible to create a judge and may disseat them In other provinces only they local Parliment can do so. They are in charge of hearings for the Generals, who are appointed by the Tsar. After the Hearings the Generals are assigned an army by the Tsar. The Russian Millitary, composed of 25 Armies, and 5 Navies have 6 Representatives in the Duma, one for each 5 armies and navies. Generally voting as a conservative block the Army represetatives are the core for the conservative party, the Pamyat. The naval representative is generally the most Liberal of them, but they are still not terribly so.
The Pamyat push to regain lost privileges to the noble classes, their voting base is small, but their determined.
The Main opposition parties are the Agrarnaya Partiya, the farmers party, which allows the smaller farmers and ranchers but is dominated by the larger land owners. Their goals are to promote farming and their present crusade is to create a farmer's pension by imposing an internal tariff on produce, something the trade lords of the Urals would hate to see.
The Òîðãîâåö, or Merchant's party, is another large party, controlling the seats of St. Petersburg, Bryzansk, and most border provinces. It generally pushes to end internal tariffs and to lower taxes.
