The Battleships were accompanied by four destroyers and 16 cruisers, making it the second largest task force in the world. They were to be sent to new colonial holdings in the Philippines, to hold off the hostile Filipinos.
President Gonzales had repeatadly called to the Filipino Government for a peace treaty, and had yet to get a response. Taking out his pen, he began to write to them again.
