I love you Portugal, I do, but right now there are just other priorities we need to...prioritize to make the experience feel more complete so while I hold nothing but respect for you and your criminally underrated colonial empire I'm gonna have to give you the downvote.

Incas 23 + 1 = 24 (My first civ ever in Civ V, and my favorite. Plus, on Earth TSL South America looks way too barren. Not to mention how impressive Incas were historically.)
