So the Hwachaa unlocks as Gunpowder. We knew that. Did he buy a Hwachaa or upgrade a Crossbowman to get it on the same turn he unlocked it?

It is not the only one that have gotten a buff. Great library now in addition to everything it previously given also now gives +1 great writer point as well as an eurka every time another civilization gets an great scientist. Oracle now gets +2 great people points per district which can be doubled with the educator for a very nice amount of great people points.
No idea. He was just scrolling his history.

Early wonders should be much cheaper to get as well because of the steward chop bonus as chops are as good as ever. Stacking wonders and throw in the educator may give huge amount of early great people.
Is there a link/screen grab to the great library buff ? I wonder if you could only get the same eureka that the other civ is getting or flat out OP lol

Poor Great Library. Getting a chance to shine with the new buffs, only to be crushed immediately by the Oracle. Nope, still not building the GL.

290 production for +2 great people point per district as well as -25% faith cost is really a bargain, consider the buffed steward chops and the educator for the icing.

The only combat I've seen so far was in Quill18's Korea livestream. The Netherlands managed to send a decently sized navy to attack his coastal cities and landed a few units, but they didn't accomplish much.
