I believe they said in a Dev livestream that was being removed entirely and just accounted for via the loyalty mechanic.

I saw that earlier, which leads to the belief that it won't be Gibson, since he never actually wore the crown.

Robert the Bruce would be a MUCH better choice anyway. Gibson would have to be a warmonger-ish civ based on the pop-culture of him, while RtB would be a loyalty-and-nation-builder. I'd play Robert.

...but only if they have bagpipes.
