I think you can move into it. Resources like fish can appear on reef and builders can sail onto it

That seems like the closest analogue; a non-removable terrain feature that blocks placement of everything but resource improvements.

For those questioning why Ikanda is in the PEdia but not the civs.

You can hide certain enteries from appearing altogether in Civilopedia to my knowledge.

But the previewers are under sure NDA not to discuss the other three civilizations for sure.

Since I visited the Arch in real life, I could see how it can be considered "impassable". There's always the danger of slipping and falling down the hill that it's on.

Yup, the arch is on a hill, and the terrain is hilly and mountainous to begin with. It's still beautiful. It really makes me want to get back to Arches this year. I'm sure they have their reasons for making all these wonders impassible. They don't want warfare to interfere with them. Of course you could always detonate a nuke on them, which would have no effect. LOL>
