It's not a replacement, it's probably Brazil's unique version of the new Water Park district. Since Entertainment Districts and Water Parks are very nearly "the same" district, it makes sense that if Brazil gets a unique version of ED, they get a unique version of the Water Park too.probably a replacement

To summarise (and to stop people being too free-and-easy with the definition of the word "confirmed"
- The Zulu are confirmed, we've seen the Ikanda in-game.
- Scotland is all but confirmed, based on the addition of a Scottish palace to the game files, and the Chinese leak that also mentioned the (now-confirmed) Zulu.
- The Mapuche are not confirmed, merely the most convincing guess for the leader portrait we've seen.
Given that the Water Park is essentially an aquatic Entertainment District, this seems fair enough.
