One way they are doing with was the petition to exonerate Poundmaker, which has recently proven successful. The second way was to draw media attention vis a vis a controversy with Firaxis. The third way is that they want to portray the battle of Cutknife Hill in Civ VI, probably as a scenario. The supposed legal action and worry over cultural appropriation is all shock and awe.

Brazil: Gets new unique water park district. This is in addition to their unique entertainment district, so they now have two unique districts.
It's not a replacement, it's probably Brazil's unique version of the new Water Park district. Since Entertainment Districts and Water Parks are very nearly "the same" district, it makes sense that if Brazil gets a unique version of ED, they get a unique version of the Water Park too.

Well, the fact they were included in the Expansion did raise awareness. In fact, after researching Poundmaker I signed the petition. Anyway, back on topic really enjoying Quill’s stream. The new mechanics are very interesting, ecspecially governers. Haven’t decided on how many would be optimal for my somewhat tall play style.

It's not the final build. None of the 3 remaining leader are seen in civ selection choice.

It's been confirmed that the Copacobana is in addition to the Street Carnival. They're fundamentally the same district, just one on water, one on land.
In any case there's absolutely nothing stopping Firaxis from having two or more civs in the future with unique replacements for the same district, just as we already have multiple replacements for the same building or unit.
The remaining three weren't in Marbs video either. I think just because it's "not the final build" doesn't mean it doesn't have more information than we do already.
