EDIT: Dunno if this has been stated before. Is about building that substract culture.
The most common is Scion's emperor's mark. If placed on a city that do not generate any culture (the city start generating negative culture), and left there for some time, eventually that city would have reached the limit of negative culture (possible?) and go directly to the maximum amount of culture.
This actually happened to me, I saw a message stating "An city has reached legendary culture". I looked to victory conditions, and such city, had an incredibly high amount of culture for a mid game. Dunno if possible to check this.
Cities with negative culture get destroyed. I don't know how many times I've raged at the Balseraphs when Loki walks into a freshly settled city and wipes it off the map with Disrupt.
As far as a surge of culture, someone likely used a Great Bard. I know they give 12,000 culture in Marathon speed, which iirc is enough for Legendary, so I'd imagine it's likewise for lesser speeds.
Another affinity is call more OP for them.
Just put a cap on max affinity gained strenght and that's it!.
No, there will not be a maximum cap. That defeats the purpose of affinity, may as well just give +strength with the one resource and be done with it.
Didn't it use to be that the Legion got a flat +1

And when you fight against someone who is immune to death, all that affinity was worthless. Now you get +10% strength, so even if they're immune to death, your affinity still matters. Pretty good trade-off, in my opinion.
Oh, and Opelia of Bannor needs something to say when she starts a war instead of just a cold glare.![]()
Speaking of Ophelia, is it just me or is she HATED by EVERYONE?
Regardless of whether she's Bannor, Sheaim, Dural, or Scion, I see her as being everyone's worst enemy.
I can't really see anything in her in her bio that screams outright anathema towards her on the magnitude I'm seeing. While +2 isn't that high, I don't really see why Lorelei Coral would be furious toward her. And all four people she's met are her worst enemy. Rather perplexing.
