I thought it over and think it's going to be an earth-map type game. Of course with an RPC angle, and a few posters already know what's coming.

It's probably going to be hard to win any game (at a challenging difficulty level for whoever you are) when you set up rules that don't allow you to focus research on specific goals. I has a gigantic impact on your strategy and the way you are forced to run things.
