The elections had just taken place in Sardina electing Count Camillo Benso di Cavour as Sardina's new Prime Minister (those of you who know your history will know that this was the man who really did make Sardina powerful enough to unite Italy). As his first acts of Prime Minister he sent these letters:

We decline your offer to join CONE. Though CONE is a primarily defensive alliance it may become an aggressor in the future. If we accepted your offer we would not retain our neutrality. Though, we would like to note that we believe in your cause. For, France is a mighty foe. I have sent a representative to the CONE headquarters in Karlskrona if that would be alright with you. Also, I offer you a NAP, and free trade agreement. We would like to enter trade negotiations with all nations. Also, Swedish and CONE PEACEKEEPING and DEFENSIVE forces have to permission to enter and exit Batavian sovereignty, as long as it is not an offensive movement (ooc: moving troops through Batavia and down to Africa to protect colonies). We will also extend this same right to France, or any other nation.

In a speech to the nation today the King of Warsaw anounced that the imperialistic dogs in Austria had attacked Sardinia. The King told the people that he would not allow such acts of violence. Therefore he has voted for war in the CONE council. He also anounced that the Infantry, Artillery and Cavalry is going to be better equipped to handle this and future threats. The money for this project is coming from the massive trade between CONE members which has beriched all members of CONE.
King King Gustaf Vladimir II also anounced that the Grand Duchy of Warsaw is no longer a Grand Duchy, but a kingdom. The citizens of the new Kingdom of United North-Eastern States cheered and praised the king. As a reaction of this fantastic speech many young men have enlisted for the army! This will increase the size of the Royal North-Eastern Infantry to Large.
The Infantry, Artillery and Cavalry is sent to the south border. The naval forces are sent to the mediteranen to be ready for a bombardment of austria.

Prussia trusts neither of these rogue states, Austria OR Sardinia. By helping either to destroy the other we are simply making the winner stronger and better able to defy the will of peaceful, civilized Europe.
Both of these nations have constantly threatened others, carried out surprise attacks and barbaric massacres, pre-emptive, imperialistic strikes - the same actions which were feared from FRANCE and which the CONE was formed to prevent in the civilized world.
Therefore, the stance of Prussia will continue to be that Austria should return its conquered lands to Sardinia and that the old borders should remain.
I am surprised that some members of CONE wish to appease the imperialists and their base hungering after land. Appease them enough and they will invade you. Then where will your noble desire not to send your own people off to battle be? Sooner or later sacrifices must be made, especially since we are the supreme alliance of Europe, designed to keep the balance of power and the civilized peace.
However, this is a democratic coalition. Since the votes have been 3 for, 2 against, and one abstaining, there is no decisive majority for action against the Austrian and/or Sardinian state.
In the light of that I'd like to bring a new measure before the Coalition for judgement, that might be moderate enough to win over the naysayers such as Britain and Russia.
RESOLUTION ON THE VENETIAN CONFLICT
1. Be it resolved, that if either the state of AUSTRIA or SARDINIA commit atrocities in the conflict, that the Coalition Of Northern Empires shall immediately join the war on the side of the victim. This shall prevent any such atrocity unless a madman holds the throne in either country.
2. Be it resolved, that an embargo of AUSTRIAN and SARDINIAN goods shall be in effect, until these two nations can come to a peaceable agreement over Venetia. Until this happens, CONE members shall rely on each other for economic support, while the foolish, warring nations stagnate without the economic aid of the great powers of Europe.
3. Be it resolved, that upon an invasion by SARDINIA or AUSTRIA of any other country, even a neutral, leaderless one, that the entire Coalition of Northern Empires shall declare war against the imperialist. There shall be NO MORE APPEASING. Sardinia has engaged in two wars with impunity while a fourth of CONE's power could squash it like a fly. We can no longer let the people of central Europe suffer from our own disinterest.
One vote for an AYE on the measure, from PRUSSIA.

Batavia has toiled long and hard during recent days to come up with an idea for the recent tension between Sardinia and Austria. The document does not require Austrians or Sardinians to tone down their recent aggressions but does entail the fair treatment of prisoners of war, and civilians. I present the document to all the ruling congregations of every sovereign nation. The statues:
1. A prisoner of war may not be treated as a criminal but may be employed in nonmilitary paid work. A prisoner must provide his/her name, serial number, & rank but is not required or bound to provide any other information to captors. The prisoner has a right to adequate food, clothing, and quarters and to the transmission of letters and parcels.
2. All nations that uphold this resolution which will hence forth be called the Batavian Accord(BA) are required to enact trade embargos on countries that commit atrocities to prisoners of war, enemy military personnel, and civilians.
2a. The support of this bill will be reliant on the individual nations. Any nation may renounce the accord at any time, but as is expected international opinion on withdrawl may vary.
I will expect your replies as yes, or no.
