The image of the straight-laced goody-two-shoes isn't very popular with a lot of people, and doing something outrageous and funny usually works. With certain goals in mind it can be true (i.e. Palin doesn't give a damn about her image as long as it gets her money from teh media) but for a politician trying to win an election (i.e. Santorum's case) there is often a lot of bad publicity that turns out badly. Likely it was intended. When I was working software development, I did that all the time. And with two exceptions, all the funny acronyms I made up for various background processes were adopted as canon by the companies I worked for.I don't think the acronym was intentional.
