The police are a totally different matter. Citizens delegate their power to do unto criminals as they wish to the State. It's considered a fairer deal that way. A person can't choose to be injured by a knife to the stomach or or be suffer a financial loss caused by theft. They can choose not to allow a mere sarcastic comment to have a lasting effect on their psychological well-being however.
