Yes it was only an INI file and flc files. The flc files was named Charlie .... flc.In the INI file, under Sounds, it stod Infantry.......waw.

So  it thinks the death animation is missing?

When that happens, as it appears you already know, you have to check the unit .ini file - the file that tells Civ where all the units animations and sounds are.

In that you need to ensure that the reference to the death animation is correct - spelling, and, surprisingly difficult - at least to me - that there are no incorrect spaces :nuke:

have you done any work on the buildings and wonders yet?
For the cultural conversions, I was thinking you could use Ukas' "radio station". Call it "communist propaganda station" or "People's radio station" or so, available to the communist factions only. Give it lots of culture (6?), and flag it "reduces propaganda". This could be a unique advantage for the communist uprizing, compensating for huge firepower on the US side. :)

You can get that radio station

here's another one, Ukas' brothel. In this scenario, you should call it a "Go-go bar", though. Availabel for the democracies only, I guess, and possibly give it happy faces and/or reduce war weariness.

here's another thought:

at the start, all cities should have a temple and granary only.
Coastal cities should start with a harbor on top.
And the capitals should also have a factory.
And the Cambodian city of Siem Reap should start with the Angkor Wat wonder.

make it so that the US and China both have 1 nuke to start with, and the technology to make more, but they should be quite expensive.
To the other factions, the tech should only become available by research towards the end of the game.

allow only 3 govs: monarchy, communism, democracy

maybe make it so you can not change your starting gov (not sure how, but must be possible)

Thailand : monarchy
fav: mona / shun: commu
China : communism
fav: commu / shun: demo
US-SouthVietnam : democracy
fav: demo / shun: commu
NorthVietnam : communism
fav: commu / shun: demo
Cambodia : monarchy
fav: demo / shun: commu
KhmerRouge : communism
fav: commu / shun: mona
Laos : monarchy
fav: mona / shun: demo

war weariness
commu: none / demo: low / mona: low

I wouldn't call South-Vietnam democratic. After all if free elections had been held, they'd definately gone to the communist side because those guys'd been struggling for decades for a free Vietnam (first against the french colonial power and later on the americans).... I'd give it more of a "Dictatorship" term and probably give it low to medium war weariness.

Anyway, that's just my two cents :)

to make civs not able to switch govs, make each gov a tech that is civ specific (like in the conquests scenarios) and make them non-tradable :)

I think it will be later. Probably another 5 - 8 weeks ?
I'm working on it right now, and I think there's still a lot to do.
Mainly a specific tech tree. + this scenario is very complex in the relations between civs/territory/advances/money that it will require many test-games before it will have a decent balance.
