I'm not at home so I can't post any screenshot, but please take a look at the civilizations' info which is display in the civilization selection screen, there are some information which is not in the FirstLook videos, and also descirbe that some UUs replace common units, while some do not replace any common unit.
 
Also the France Lionheart Roar video or whatever, has pretty specific information about each of the civ uniques. Film Studio gives +50% tourism & Dockyards give extra trade routes and such. I'll post a write up when I'm able.

Couple Things

Neighborhood is shown as a district at Urbanization.

Christo Redentor is in. At Mass Media.
 
Well that finally settles it - District 12 is The neighborhood.
 
Further to potential neighbourhood district at Urbanizarion, it is also confirmed by Conservation Eureka

Government Tiers (if i don't leave something out)
0-Initial: Chiefdom (balanced)
1-Classical: Autocracy (military) / Classical Republic (economy) / Oligarchy (balanced) @ Political philosophy all
2-Medieval-Renaissance: Monarchy (military) @ Divine Right / Merchant Republic (economy-wildcard) @ Exploration / Theocracy (economy-military) @ Reformed Church
3-Modern: Fascism (military) @ Totalitarism / Democracy (economy-diplomacy) @ Suffrage / Communism (economy-military) @ Class Struggle
 
I'd say more chances it's the wrong icon here.
Seriously? There is a green housing district shown at a civic called Urbanization, and the neighborhood has green colour-coded roofs and provides housing, and you think this is a case of wrong icon? :p

And what about having more than 1 in a city and no buildings inside?
Not sure an icon and a text is more evidence than this.

Also, I'm thinking about the gameplay role of them. Normally by late game we have most of tiles covered with improvements and there's no work for builders except for covering newly discovered strategical resources. Replacing farms with neighborhoods looks like very good application for builders late game. As district I don't see that much reason behind them.

I think the mistake is its form - district instead of improvement.
 
I think you put far more weight on the fact that there can be more than one neighborhood in a city than is merited by the load of information pointing in the other direction. Now I can see why that would be merited if they had mentioned that you could never ever have more than one type of the same district in a city, but they haven't ...

A one-colored hexagonal icon. One-colored hexagonal icons denote districts in every other case. And then there's the mention of "Neighborhood Districts..."
