But as I mentioned elsewhere, someone at Friaxis likely did what you did, typed in "Isabella Spain" and found that picture. Meaning to use Isabella I not the (historically speaking) do-nothing Isabella of Portugal.

Still, if #20 is Spain, and #22 is Sumer, then we're not left with an awful lot of options for #21. #21 is definitely male and wearing a metallic armor, so one would assume a European civ. So in that light, #21 for Spain is not far reaching (Karlos V?).Isabella of Portugal was only born in Portugal she was only a Spanish ruler. The granddaughter of Isabella I. So there is nothing to suggest Portugal made the initial cut.
Again that image comes up pretty high if you google Isabella Spain, so it likely an error.
