The point of it is to prevent players from using it on their highest techs, like you could with Great Scientists in Civ V. That was simply too powerful and became a dominant strategy in the late game.

There are lots of ways to balance that kind of thing. In any case, "random" is not a word I like to see very much in strategy games.

As long as I'm not playing chess I'm fine with some random elements. In this case, if a person has no interest in rolling the dice on the tech boosts then they've made it possible to wait for the next one.

I do think randomness needs to be parceled out, as long as all of them aren't random I'm cool with one or two max.

I tend to agree with you, Magil. However, I would like to point out three things.

1) The techs are restricted to two Eras.
2) They are highly unlikely to Eureka techs that you either have or have already gotten the Eurekas for.
3) How many techs per Era showed up in V? About 12? It's almost certainly less in VI given that Civics are going to be stealing some of them (such as Civil Service). So while yes, it's random, we're likely talking about 30% of the techs for an entire Era.

Basing the ability on Eurekas has one fabulous effect and one funny (side) effect:

On great side the use of Eurekas ties the ability nicely with general balance and ensures that acquisition of the GP does not overshadow ordinary science contributions.

On funny side, if you cannot receive Eureka for tech you have already received Eureka using conventional means, the ability will most likely diversify the Civs technology/science as the civ should have received Eurekas most relevant for its chosen play style already through gameplay.

I guess it's useful then when you want to take a sudden turn in your playstyle for that game? (e.g. you suddenly need to go to war and you don't have eurekas on military techs, because you were focusing on something else)

It looks like there is indeed a resource linked with the gunpowder units (the first icon). Bombard is the first siege gunpowder unit :)

There are no giant robots in the tech tree (maybe they are acquired via civics). The last units to unlock:

Nuclear sub, APC (mechanized infantry?), rocket artillery, mobile SAM, advanced jet fighter, a warship of some kind, possibly a missile destroyer, modern armour, bazooka, strategic bomber (stealth? the one in the icon is certainly not stealth, but the technology would suggest so), helicopter.

The legacy bonus seeminglt grows the longer you have that government. America's must grow faster.
 
I wonder if the 0% thing in each one is the legacy bonus. As if it grows the longer you have that government.

Yes, I am assuming that is the legacy bonus. The percentage would make sense that it grows the longer you stay in that government. The new government system looks amazing.
