Fischer, already psychologicaly unstable, basically went crazy after winning the world championship crown in 1972 against Spassky. He never played an official game again, apart from this rematch in 1992 when he needed the money.
Although procedurally right, I don't see what the US administration has to gain from indicting their former cold war icon who was hailed by Nixon in 72. It's just sad to see how Fischer has been unable to cope with life.
 
I think there is really no need to arrest him.

One wonders what is going on in the mind of a chess genius. He was probably too focused on playing chess, his mental health is really in question.

He belongs into a family or needs someone who takes care of him. I wonder why he get those paranoia and what were the roots of his anti-semitism, or if this is just part of a deranged mind without deeper meaning.

He's hardly a family man. Most famously, at age 16 more or less, upon arriving in Buenos Aires with his mother to play a tournament there, he asked the organizers for a map of the city. "Where is the playing hall?" he asked, and after it was pointed out to him, he drew a large circle on the map with the playing hall in the center. "I don't want my mother inside this circle during the whole tournament!" and so it happened...

Fischer himself is half jewish. That combined with a very twisted relationship with his parents (or rather, mother, I think his father died/disappeared very early in his life) has somehow led to his extreme anti-semitism. He actually applauded 9/11 for it being a severe blow to the "zionist conspiracy that calls itself the US administration" or something along that line. That hasn't made him much more popular in the US administration, understandably.
