Going from 6 to 5 eps might be because he has enough more than us and he changed his ep slider. Not convinced he met someone.

We could run calcs on his total ep spending...using the percentages (ep spending?) in the ep screen.
 
I don't think the AI runs the EP slider this early in the game. I assumed that the 6:espionage: were the passive EPs he generates per turn (4 from capital like us and +2 from some building given to him by NZ).

Can you check the test game to see if the AI is putting more than 4:espionage:/turn on us?
 
I posted a screenshot of the NW in the latest turnset update if you want to see what we've got. I see no need to stop so I'll keep going. I plan to leave the settler there in case an AI wb cruises past although it's unlikely that an AI has an exploring wb this early.
 
Should I have the settler unfog that last tile marked in the screenshot and then hurry back? He would be gone for 5 turns...
 
That's 5 pretty obvious city locations.

No reason to unfog that tile unless you have nothing else to do.

The only other thing that settler has to do is watch across the channel for an AI wb. Since a scouting wb is unlikely to come this early, I'm going to unfog that tile just in case.

technically it's a 2nd 4-food spot if you count whales. fyi, we can't net whales until after biology, (compass forbidden), optics.

Is SH + BW beeline with rapid city expansion a possible best game scenario?

My question more is about using slavery to expand our cities fast. With or without Stonehenge. Just wondering if settling cities fast and expanding them as fast as possible it is a good solution.

On 4-food city— unless we find the same closer.
