North Korea isnt the one who sees a problem with peace after all
 
Japan is in full support of the American proposal, and echoes the calls against illicit North Korean activities.

Recent revelations have shown a surprising number of tourists and other foreign nationals abducted by North Korean officials, for a number of questionable reasons, which Japan feels it must be held accountable for. If North Korea is to become a trusted member of the International community, Japan feels that it is within its own best interest to acknowledge and accept responsibility for its past actions.

We would also like to warn the Koreas to be catious in their approach to eventual reuinification, and to study closely the reunification of Germany to avoid a similar outcome.
 
We have no knowledge of any abductions taking place within North Korea, and as far as we're concerned they never occured, for all we know the people you are missing were tired of the opression found within japan, we Koreans know better than most what Japan can be capable of

now we are willing to agree to that term simply because we already do not commit any of the crimes listed there

independent agency inspection at all times in perpetuity in order to ensure remilitarization of their nuclear weapons program is no longer possible.

we cannot have outsiders comming in and out whenever they feel like it, we still have the right to keep them out and have to say that we intend to keep our word to not rebuild our nukes, all constant inspections are is an insult, we will however allow the UN an inspection after our nuclear weapons have been disposed of

The PRC proposes the folowing to break the current stalemate:

1.) We only disscuss the issue of DPRK nuclear weapons program and table all other issues, as these will take more time and disscussions to resolve. China further proposes that we hold anther round of talks once the nuclear weapons issue has been resolved to disscuss the issues raised by Japan, United States and South Korea.

2.) DRPK will disarm their nuclear weapons, and allow inspectors from the UN and IAEA to varrify this.

3.) In return to point 2, they will recieve increase internation aid in the form of Food, energy, and Medical Care and supplies. China will also increase aid in the form of hard currency payments to DRPK.

4.) DRPK will then dismantle their nuclear reactors that they used in their nuclear weapons program.

5.) In return for point 4, DRPK will recieve light water reactors to replace the dismantled nuclear heavy water reactors. A UN resolution will be passed to remove the lattest UN scantions against DPRK in response to their nuclear weapons tests. The DRPK will be required to allow the IAEA to monitor all nuclear reactors to insure they are not converted to produce nuclear weapons. As for the form of the monitoring, we leave that point up for further disscussion.

6.) All other terms agreed to by PRC and DPRK will be honored.

For inspections we propose the following:

Their will be video cammeras and other monitoring devices installed at each nuclear power plant that the IAEA will be able to monitor 24 hours a day. The IAEA will also be able to inspect the reactors when they believe that there is a problem that needs to be checked.

Also Chinese observers will be at the reactors to provide technical assistance to the DPRK and to also ensure that the reactors are not used for nuclear weapons.

we are curious if that treaty means the UN has the aid and distributes it, or if the DPRK recieves the aid and distributes it
 
despite our respect for the PRC, we would have to insist the DPRK do it, this is a government issue and we feel we would be capable of taking care of it
 
Russia agrees with the latest proposal by the United States.
