I have one last question, and this may make me retract my acceptance of Ming Chinaman land.... I have to spend 1 ic to keep stability where it is, or it will drop.. Does this mean that I have to spend 1 IC in my mainland for the whole of my country, or do I have to spend 1 IC in every single colony to keep their stability at the same level? This is going to be one hell of a chore, if so.

Wheel lock muskets
Carrack/Junk style ocean going ships armed with cast iron cannnon
Ability to navigate across the ocean with reasonable reliability
Contact with all nations in East Asia, Indian sub continent and on the western shores of the Americas

If you have to pay maintenance+15 bucks to increase training, how would a 3IC/turn be upgraded with 8IC? Better yet, since jack isn't bankable in this NES, how is any small country going to increase it's training?
