As I have had this question a few times now about technology levels, technology is at 1530 levels. If you can prove that you had a certain tech in 1530 then you have.
For the American nations they have early blackpowder weapons and are about 50 years behind Europe after a century of Chinese contact. The Africans along the coastline and Songhai also have these weapons and are only scarecely behind Europe. The inland Africans are pre-blackpowder and about 150 years behind Europe.
This should answer any questions about what technology you current possess. Also be aware that when you discover technologies its only a matter of time for that technology to dissemniate to everyone else, and that from time to time a great inventor may invent a technology for a nation or a region.

Sweden, with agreement of England and Scotland, proposes the draft of the agreement treaty:
North American Treaty Organization (NATO)
Article I
Section 1: The purpose of the organization is to ensure security and prosperity of the colonies of nations within organization in North America, within vicinity.
Section 2: The members of this organization are under agreement, without compulsion, to support each of the colonies of each of the participating nations.
Article II
Section 1: The aids shall be in any of monetary, military, and, or, political forms for benefits of one another.
Section 2: Said aids are provided under, and in, good will upon request.
Article III
Section 1: The membership within the organization is based upon the consent of the member nations.
Section 2: Authority of this treaty is justifiable only under the following circumstances: in North America, withal the domestic and foreign affairs of member nations, and in due circumstances.
Section 3: Amendment to the treaty shall be made by member nation and confirmed with the rest.

International Baccalaureate Scholar Program
Article I
Section 1: Any nations who wish to participate may join with general consent from the existing members.
Section 2: Any nations, under unbecoming behaviours, may be subjected for removal with a vote within the congress of participating nations.
Article II
Section 1: There shall be limited number of scholars designated by the chiefs of the nations, quoted varyingly.
Section 2: These scholars will have complete and free access to any unconfidential educational resources including, but not limited to: libraries, courses, facilities, seminars, and forums, anything unless prohibited from disclosure by the chiefs of the nations.
Article III
Section 1: These scholars will have the status of diplomats and will receive such treatments.
The International Baccalaureate program is too hard for me to implement, does not have a way to implement given the rules and wasnt established in RL til way after the 1500s.
So there is no unrealistic sides to them while perfectly valid. Rules can always change if it works out for the better.
