To Poland and Ottoman Empire

Russia once again proposes the following borders for Eastern Europe with the following justifications:

Narva should be Lithuanian as it has been a city of the Livonian Order since 1346 and Lithuania has inherited over time the lands of the Livonian Order.

Velikiye Luki should be Russian as it was founded by Russians in 1166 and was ruled by Russian rulers until 1478 when it was conquered by Poland and Lithuania.

Smolensk should be Russian as it has been founded by Russians and is one of the oldest Russian cities being founded in 863 and ruled by Russians again, until it was conquered by Poland and Lithuania.

Tula should be Russian as it was founded in the 14th century by Russian rulers of Ryazan while under Tatar occupation.

Kursk should be Russian as it was founded in 1032 by Russian Prince Igor and was ruled by Tatars as part of the occupation.

Voronezh/Tambov/Lipeck should be Russian as the only major city in the region has been Russian until it was razed by the Tatars in 1284, and the population of the area is still Russian.

The city/area of Luganks should be Lithuanian as it is populated by ethnic Ukrainians who have to connection to ethnic Russians, and although they have been oppressed by the Tatars same as Russians have, Lithuania is responsible for their liberation.

The Tatar city of Sary Su should be Russian as it is on the Volga river which Russia liberated from the Tatars.

The city of Azov should remain Ottoman as per our agreement with them.

The city of Astrakhan should be Russian as it was liberated by Russia and as per our agreement with the Ottomans.

If Poland and Lithuania have other claims regarding the origin and nature of the people who live here we are happy to listen. Our only goal is to consolidate Russian lands under one rule so that we can maintain peaceful relations with Poland and Lithuania in the future.

The land on the map that we are giving up seems a lot bigger than we previously thought. We would be losing over 2/3rds of the territory we obtained, and then some we had before, which could cause some problems with our citizenry. With this, we offer a map that respects the exchange, but makes the borders more pleasing to the Polish-Lithuanian people.

The map does not include anything regarding the agreement between the Ottomans and Russia, just to be clear. We would immediately accept if Russia finds this map appropriate.

Russia sees no problem with the Lithuanian-proposed border (other than the border around Azov looks awfully comical) so if this border is more acceptable to Lithuania than the previously proposed we gladly agree.
