Will have to read more before can vote anything else. Apologies for having dropped off the face of the planet; lost Internet for a week and this is my very first action online!
I agree that landlubber seems to be a sensible choice to receive the fish.

It was a worrying sight when once again it looked like the day would be filled with neighbors and friends fighting amongst themselves, their paranoia getting the best of them. However, this time, voters stood together in solidarity and made clear their wishes on one issue. They couldn't abide by the thought on an Innocent man languishing in prison and decided it was time to start releasing people. First up, they decided to free TheLastDays who had been in jail for quite some time and now received a special pardon.
"Oh, this is a joyous day. *sniff* Truly I cannot say how grateful I am to this town in this wonderful country for giving me a second chance. And I must thank my new friends, Lester and Eliza who have shown me so much kindness to persevere even when it seemed there was no hope."

There was still a demand to find remaining criminals and resolve Springfield's problems, so once again the town knew someone would have to go to jail in his place. Accusations flew all over the place, as several people were accused of sitting back and hiding dark secrets.
The conclusion to this all was remarkably abrupt, when the a depleted crew of Springfield Police were directed to arrest one man.
"But what about him!"
"Or him!" Several citizens shouted at their other suspects.
However, the decision had been made with apparently enough support and not enough of the crowd in opposition.
mayor protested this was a mistake, that now people were being too hasty when they finally had just picked up the pace, but it wouldn't do him any good for now.

Lastly, the day seemed to end on a slightly better note when a majority of interested people agreed landlubber deserved to receive the mutant fish, hoping it would be of some use to him.
