Kongo uses Yellow/Red in CiVI, and Spain uses Red/Yellow, so for Scotland to use either combination it'd have to be distorted from the banner colors, and I don't see them doing that.Yellow and red is the royal standard of Scotland.

could work if maps had a decent amount of lake tiles, which they don't.what about +culture and +faith from lake tiles? Concerning all the Lochs in Scottland..
USA is already blue/white as is Greece (Pericles) and it looks like Mapuche will be blue/blue so dunno about that one...
